Tyres played a big part in the qualifying session, and Mercedes’ performance was limited by a lack of downforce. Red Bull has already faced a deficit on the aerodynamic test restrictions scale going into 2023 as the reigning World Champions, and the budget cap penalty reduces this deficit by a further 10% after violating cost cap regulations in 2021.
