Paul Rusesabagina Returns to the US after Release from Prison

Inspirational Story of Hotel Rwanda Manager

Paul Rusesabagina, the man who inspired the Hollywood blockbuster “Hotel Rwanda”, has returned to the United States after his release from a Rwandan prison. His arrival in San Antonio was confirmed by a State Department official, and he is expected to participate in a Department of Defense program known as PISA to help him acclimate back to normal life.

Rusesabagina, who had been held for more than two years, was found guilty of terrorism-related charges in September 2021 and sentenced to 25 years in prison. His family had alleged that he was kidnapped and taken to Rwanda against his will to stand trial.

Commutation of Sentence

Last week, his sentence was commuted after diplomatic intervention on his behalf by the United States. The Clooney Foundation for Justice described his conviction as a “show trial” and claimed that it lacked sufficient guarantees of fairness.

Rusesabagina’s release was negotiated by Qatar after intense diplomatic talks between Washington and Kigali. A senior US official previously told CNN that “there was no particular concession made by us as a government here” that led to Rusesabagina’s release, rather a sequence of steps that were worked out involving the Rwandan and US governments in agreement with Rusesabagina.

Welcome Return

Upon his arrival at Joint Base San Antonio, Rusesabagina received VIP treatment as the US government is prioritizing him and his family’s wellbeing and offering them all available assistance. Carine Kanimba, Rusesabagina’s daughter, announced her father’s return via Twitter and thanked everyone who worked hard to bring him home.

Rusesabagina is best known for saving hundreds of Rwandans during the country’s 1994 genocide by sheltering them in the hotel he managed. He received the U.S. Presidential Medal of Freedom for his role in sheltering more than 1,000 ethnic Tutsis during the genocide.

Complicated Legal Case

Rusesabagina disappeared in 2020 during a visit to Dubai and was later found in Rwanda in handcuffs. Rwanda’s government had accused him of supporting the armed wing of his opposition political platform, the Rwandan Movement for Democratic Change.

His arrest was a source of friction with the US and others as Rwanda’s government has also been under pressure over tensions with neighboring Congo and Britain’s plan to deport asylum seekers to the small east African nation.

Rights activists and others had been urging Rwandan authorities to free him, saying his health was failing. After being found guilty on eight charges that were widely criticized, his family had called for his release stating he was innocent.

Pardon and Release

Rusesabagina’s pardon needs to be understood within the greater context of Rwandan foreign policy, whose primary objectives are state security, reduction of foreign aid reliance, economic diplomacy, and promoting domestic tranquility.

The government’s public disclosure of Rusesabagina’s pardon request serves to illustrate to both Rwandans and foreign nations how even harsh critics can change tune and support Kagame. Rusesabagina admitted to working with anti-Rwanda groups and took responsibility for their actions in his official request for pardon from Kagame.

Rusesabagina’s release reinforces the importance of forgiveness for those who confess their crimes in Rwanda’s “gacaca” judicial system. However, he would still have to pay reparations to victims of the 2018 attacks despite his release.
